You get this cinematic if you dont meet bella in night to prank her neighbour. If you dont go with her and stay like nami asked you then her mom wont tell you that bella likes yellow flowers. If you dont give her a yellow flower at the date then you will get this cinematic

When mc calls bella from mothers boyfriend home to give her a warning about vanessa not beeing an airhead you can see her holding the yellow flower you gave her and be fine. If you didnt give it to her she will remember how she misses you and you will get this cinematic around when the time you are at victorias home to have movienight.
