ssb probably, s iseria needs high high investment, ssb can be used in more areas, siseria only in pvp

Seaseria is borderline unusable, always go for SSB or saving skystones first. If you have enough to fully gear her and max her artifact, you can MAYBE use her in PVP but other units with the same investment would help you much more. Without buffs, she doesn't come close to SSB in usefulness

Well I would not even tried to summon her in the first place in your position. If you want to use her soon you need to get the artifact but you don’t have the resources to use her properly.

You are totally right if you don’t have raid, Expedition and the hunt teams finished yet you should focus on this first.
