It's interesting, you can tell Summit wasn't trying for most of the pursuit. He was just chilling and cruising, and then in a couple of spots you can see him ramp it up from 25% to about 50-60% effort.

I hate how they're doing the same thing that Copixel did. They're buffing cops to compensate for the skill gap, which raises the skill floor for every other crim in the city. There should be options to full sneak crim activities, just like payday's system.
