I see where you're coming from, but there are actually Time Ladies in the Classic Doctor Who, but after the Last Great Time War, only a few Time Lords (Master, Doctor) survived. Examples of females are Rodan, Romana, the Rani. So sex changes aren't actually necessary, I'm afraid. Sorry to butcher your dream.
