I would expect with High Voltage it uses a different reel set for each possible wild symbol, which has fewer of that symbol on. And those will be weighted probably by symbol value, so although with e.g. 9s there are more of them on the bonus reel sets than there are Ks when K is your symbol, the K reel set also has more Ks than the Skull reel set has Skulls. So in short if a lower value symbol is chosen as your wild, it's still more likely to show up than a higher symbol as wild, but even if you get 9s there'll be fewer 9s overall than other symbols on the reels it uses for your bonus, if that all makes sense.

I don't think the reels change. When a bonus lands the game knows what it will pay before it starts, it is random.

@@robgmortlock not necessarily, and I can tell you DHV in particular uses a different reel set for the bonus, IIRC it even has different reel sets that can be used in the base game. Sometimes the results of bonus rounds are predetermined at the point they land by random selection to a weighted probability. Most BTG games (maybe all, I don't know) though appear to have genuinely random bonus rounds where each free spin is an independent result and different reel sets are used versus the base game. This is also a fairly common model for free spin bonuses throughout slots; normally the reel set in such a bonus is what we call an "enhanced" reel set, meaning it's structured in such a way that it's more likely to result in winning symbol combinations. Ultimately the rules governing games available in the UK are not prescriptive that bonuses have to work one way or another, only that the fundamental outcome of a (paid) spin is random.
