Great question. The answer is both, some of the men never left the land and they took pagan wives. But some of the men did when they returned from exile.

They put away their wives and children joyfully??! Hmm. You said God did not tell them to put them away? Hmm

Yes, a difficult and complex passage of scripture, joyfully is definitely one interpretation, zealous is perhaps more appropriate. God not commanding them is evident in the scripture, Ezra is one of the few books in the Bible where God does not speak directly. This is how Ezra ends, the resolution of the book itself!
