please I dont know how to create and access python files from my system. You may not want users to interact with your code/program via python Shell, hence cmd argument is the way to go.

Sir but you told in the beginning after importing sys. You need to print (sys.argv) so that the input from the command line can be converted in to a list or argv takes the argument in the form of a list. But y did you not follow this in the second program i.e sum of all the elements from command line. Please do reply

This print command just shows you what is in sys.argv list. Yes, argv is already a list. To check this fact, add the following line to your code and run. print (type(sys.argv))
