The major difference between console and PC is the mods and training packs on PC. The frame rate helps a lot but won't change people's rank that much.

i can 100% say going from console to pc is insane. i went from champ 1 in 2’s and 3’s to gc1 in 3’s and c3 in 2’s and i went from plat3 in 1’s to champ 1. all of this in less than a month
