How do I find the symmetry tool?

In the wrench menu, go to the canvas sub menu and make sure drawing guide is on, then press edit drawing guide. then symmetry should be on the bottom right. to make a mandala go to the symmetry guide options and choose radial then u can start drawing. hope this helped!
