Make sure caps lock is not activated. if shortcuts still aren't working, check the shortcut settings or reset them to the defaults.

I have a 1 minute video and I want to draw on every frame more or less the same, with just a few changes. Yes, you should be able to copy the keyframes to another frame on the timeline. Open the effect properties on the timeline to find the keyframes.

I wonder for a while how to draw simple lines in Premiere, but it seems like there's no such feature. As far as I understand the pen tool, it doesn't really work like that. If you know a way to get this done straight in Premiere, I (and certainly many others) would greatly appreciate it =D

No... the composition. That's like the sequence in Premiere, but then in After Effects

You can just delete the paint effect from the layer
