I think who ever created Risky Boots from the Shantae series got the idea of creating Risky by Captain Syrup from the Wario series. After all both Risky Boots and Captain Syrup oddly share the same personality and both have a genie in their games, Captain Syrup used a big genie as a final boss in Warioland 2 while Risky Boots is enemies with Shantae who happens to be a half genie.
