As you notice, this is made with Openoffice but I thought that Excel was more universal (maybe I'm wrong).

You'd think if someone was going to spend this much time on something, they'd figure out that Super Mario is twice Mario's height, not one pixel taller, that the fire flower powerup turns you white and red, and that starman made you flash 3 colours, not turn into Luigi's colours, and had its own theme, not pitch shifting the standard level music. Like, I don't get why these things were all so wrong, they seem so immediately obvious and definitely easy with a quick google or just watching a video of the level.

It looks like a painstakingly long process where he adjusts the cells, takes a screenshot, adjusts the cells more, take a screenshot, repeat for weeks. It may not be automagically animated in excel, although you can write vba code to do lots of manipulations, I almost think it would take longer to code it.
