The save blocks right at the start of the chapters are so that you can save right after a cutscene and not have to watch it again when you begin to play the game proper, particularly if you have an arbitrary time limit to how long you can play.

I'll tell ya now. The save blocks were life savers for me. I used to play with a limit of about an hour or two. Coupled with how I was younger I needed save blocks to keep my items.

Have you noticed that whenever Tippi talks, her words come in rainbow text boxes? When chugga thought Tippi was saying that Mario and Co. just came from here, it was in regular textboxes. This means that Tippi was not talking, even though the text box was badly positioned. Therefor, Luigi was speaking, not Tippi.
