Cell and Frieza's arrogance was their biggest downfall, and neither could get along near the end. Also, Kid Buu was able to quite literally pull himself back together even if he was on a planet if it was destroyed. Plus, Kid Buu, while extremely reckless, had a brutal tenacity and had the ability to use his antenna thing on his head so that he could eat them or absorb them and add their strength to his, which he demonstrated at the end, first Frieza, who was transformed into a powerless piece of candy which ate right away, then Cell, as Buu used a severed pice of his own body (likely one of the pair of legs that were cut off by Frieza's own version of the Destructo Disc (I'm not sure what he calls his version of the technique)) to capture Cell when he's off guard.
