No, he's just along for the ride. To clarify, as the title suggests Linebarrel here is being piloted by Amagatsu, its original Factor. Kouichi is in the cockpit, but he has no control over it. All of Kouichi's lines in this video are him yelling at Amagatsu to stop fighting. Interesting boss fight incidentally, Amagatsu has a D.Soil rating of 160 which means that 80% of the damage Linebarrel takes is immediately healed after its inflicted.
