I don't think it's possible for him to, it's not in his bloodline... though I've heard and seen Evil Ken a bunch... Ken doesn't train as much as Ryu either, so, long live Ryu.

That's a focus move. Hold medium punch and medium kick at the same time to do it. It's a little difficult to describe exactly what it does. It can absorb up to one hit in some cases, as well as stun your opponent in a way. There are a few other properties but I can't explain them very well.
