I don't blame you, it's really confusing. Took me a couple weeks to figure it out. The reasoning is simple though. M (or Mike Bison) was changed to avoid copyright, and Vega sounded like a weak name for Dictator so they gave it to Claw (as Vega is spanish for valley and is a common last name.) The only name left would be Balrog which was give to Boxer.
