...I really think those heavily compressed scenes from the different series was not worth it in the end. Was it that hard to make transformation animations like the ones for the game's original characters?

Maybe the developers just didn’t think it was necessary to do because the transformations for the non-original characters were already filmed, and the PlayStation, being a CD-based console, can very well run full-motion, so of course they’re going to take advantage of that. If you “really think” that that “was not worth it in the end,” then you think that the excitement that the shows provide is not worth it in the end.

Was too expensive to hire a mangaka to create anime versions of the RL actors? Or the SRW development team?

Probably because it was supposed to be tokusatsu "lookish" rather than anime looking. Besides I don't think they have enough budget considering how many tokusatsu show series in this game.

It might have something to do with this game adapting live action series and not animated ones.
