This is because your chance at a deal with the devil after beating the boss drops drastically if you take red heart damage, but doesn't change if you take soul or black heart damage. As a result, soul hearts give you more protection from taking red heart damage, and so the more you have for Basement 2, the more likely you are to get a deal with the devil. You wait until the end of the floor to pick them up on Basement 1 because you never get a deal with the devil after beating a boss on Basement 1.

The golden key gives you unlimited keys for the floor you're on. The same applies to golden bombs. Found HUD gives you a look at your stats. You can turn it on in the options.

You should've got a deal with the devil after beating Dingle on Basement 2 because you didn't take red heart damage, but the boss room was shaped in a way that made it so that a devil deal door couldn't spawn, so you didn't get one.
