Biden's oratory skills leave a lot to be desired, but his reliable consensus building approach is the kind of backing that Europe needs to face up to the challenge of Russia in this era. It would have been better as a European-led effort, but for various reasons, none of the old stalwarts Germany, Britain and France have been up to the job of holding the EU community together.

Picard is dual national Franco-American. He is from the Hudson Valley, NY, and studied at the Lycée Français de New York. François graduated from Swarthmore College. This man linguistically straddles both sides of the Atlantic like a Concorde jet!
