Sir , I have 70db deafness in both ears and when I went to the government hospital for disability card , he told me that deafness alone does not work . If you are deaf and dumb , you will get the benefit of the card.

Interesting question. If a person is not declared incompetent by the court, he/she can vote It means if a person has More moderate/severe/profound IDD can’t vote (they are the one who will be declared that they require plenary guardianship and they can’t manage their affairs)

If you decide to go complaint way, approach district legal service authority (it will be situated in the district court) and discuss with the member secretary of the authority.
