That first cop. My god. If he threw me down like that I’d break every bone I had. My bones are brittle and my balance is not great. I once gently kicked a doorframe and broke my foot. I have a broken thumb and wrist at the moment from a fall from standing height. You can’t go around manhandling people like that. You don’t know what’s wrong with them physically. Not everyone can react to orders as fast, some people have learning disabilities, physical disabilities, even deaf people drive and will have no idea what you’re asking them to do while you throw them up against a car.
