The average person can grow up to 6" a year. When you cut off 24", it takes 5 years to grow it back. I don't know about everyone else, but my hair grows way slower as it gets longer. My hair was passed my bottom when I last cut it, now it's halfway down my back. It will take me 3 years to get back the 15" I cut off

The short hair did not look the best on her. And I am sure it was a drastic change. He should have been more supportive and not cussed at her. It's hair, it will grow back. Yet he may have been upset she didn't consult him, prior to cutting it. But she probably didn't, due to knowing how he would respond. She could wear different wigs when they go out until it grew out but . But that would need to be her choice and with a partner that will love and support her no matter her hair style or length.
