The reason why that Breton had pointy ears is because Bretons themselves are a result of interbreeding between the native Nedes of Highrock and Direnni Elves. The Nedes who couldn't be ruled over are now better known by their contemporary title, Reachmen. Over generations, human features have become more pronounced. But some Breton lineages possess more elven features than others, particularly in the West.

I did a High Rock playthrough myself. A county in Wayrest, Balfiiera was an early game bully for me, took one of my lands in Koegria and held it for like over a hundred years. By the time I could take back that land I was the King of Wayrest and on my way forming High Rock officially.

I remember when Transmute was broken, the magicka didn't scale with the level of the spell, so petty and grand versions cost the same, entirely dependant on if you could cast that high level or not. Made it very easy and boring to develop.

Your Grace may I suggest the award for your most heroic Orcish knight to be granted the title of "the Green Hammer". or whatever in game Orcish language means the same. If you ever get an option to get a magic item it would be fit to grant that named item to your honored subject. Sire it would be moot to try and get Orcish subjects to marry your Orcish knights. In fact arranging marriages among your subjects along with matches with carefully chosen out of country options. This can help generate a cadre of loyal vassals to rule the new lands you return to their lawful homes under your Imperial rule.
