Surrey Police and The Mysterious Clown

Afternoon everyone - we just wanted to say that we're aware of this video and confirm that as a Force we respect and affirm the rights of members of the public in filming officers, staff and buildings etc in public spaces. We'd like to highlight, as you'll well know, that the presence of a camera may, rightly, cause our officers to ask a few questions in particular to assess any potential threat or risk to our colleagues or buildings. As our officers did on this occasion, we really just want to check that everything is okay and confirm what you are doing. We would confirm that you are not under any obligation to provide us with your name. We pride ourselves on good relationships with the public and we want to work with content creators in a positive way. In terms of your comment about Surrey Police not performing well, we've looked at the results from our county-wide survey in March 2021 and we're pleased to say that 88% of residents in Surrey said they have confidence in their local police force. We can confirm that the man at the end of the video is not an employee of Surrey Police, and that we have not received any allegations or complaints from the original poster, channel owner regarding the man's behaviour. The first officer fully identifying himself and saying he was recording in his introduction was perfect, then he goes on to be very polite and not pushy whatsoever! Finally, after so so many get it wrong. I know he was still trying to get information but at least he wasn't a twat about it.

Just finished the interaction with the first copper and to be honest, he couldn’t have handled that any better. It's all about the wording. "In an attempt----- to cause alarm and distress." The key word is attempt, in other words the person with face coverings must be using said covering to deliberately intimidate, for example a bank robber in a balaclava.
