It's Created By 3 Wither Skulls And Soul Sand+Command Block.
When Created, The Wither Storm Will Pick Up Blocks And Eat It, It Will Become Bigger And Bigger Until It's Going To Destroy The World,
Phase 4 Has 3 Heads With 3 Tractor Beams That Can Pick Up Mobs And Players And It Has 5-8 Tentacles That Can Attack Players And Destroy Whole Buildings.

It harms your PC because the mod can lag your device, like literally

It has to be said that it could damage your PC since Java is an executable language and .jar files (which are mods) are executable files which are vulnerable to viruses. Curseforge and Modrinth are actually safe sites (except for Fractureiser, which was removed) and I am a Minecraft modder and have also downloaded hundreds of mods and have never gotten a virus from a mod. Just make sure you're on a reputable site that doesn't have any current malware warnings and you should be safe.
