@@TheRealFoop No, not corrupt. Simple economics. It's an extreme poverty state. Can't charge a high bond if the guy can't afford any bond. Keeping him in jail instead of bond/release means huge expenses to house, feed, legally and medically be responsible for the (still innocent until proven guilty) defendant. Again it's a poverty state. The idea is to get him in and out of the system ASAP to stop incurring charges for cops, jailors, judges, clerks etc. He goes to court in a few days/weeks/months, and there's still not much we can do with him. Can't fine a guy with no money. Can't house him forever, we'd all go broke. No use doing things like suspending his driver's license, he'll drive anyway. Parole is expensive. They can't charge him court costs, again he's broke. Pretty endless circle.

Now you have an idea on how the cops feel. They risk their lives to put these criminals away only to have them walk later on as if nothing happened. It's a slap in the face of every honest hard working cop out there. It's total BS in my opinion and is one of many reasons why so many cops are resigning from their jobs to seek life elsewhere.

Being a criminal is all they know and are unable to hold down an honest job even if someone gives them a chance. Sooner or later they just fall back to old habits and reoffend. They are a lost cause in my opinion.

The second he started backing up towards the pinning officer, who is trying to exit the vehicle, and still within the door jam capable of being pinned by that vehicle… all the officer could do was open fire. This individual is lucky the few rounds fired was all.

Even worse is nearly half of NM legislatures are on parole for DUI/DWI, and block any get tough on felony legislative bills that conservative law makers put forward. The criminal revolving door practices are mostly blue governed DA's & judges and LVNM, Albq., Los Cruises and Gallup, NM lead the pack. smdh

I know. Whenever I would get in trouble growing up.....which was very, very minor compared to today and NEVER involving the police.......my Dad would always ask me: "What is wrong with you??!!" Minus the "hell' as my Dad was a deacon in the church. That phrase was so hard to hear and humiliating coming from my Dad who loved his family unconditionally......it was worse than any punishment.

Violent people used THEIR vehicle and assaulted the law enforcement, they fired their weapons in defense, this is the proper protocol, they had multiple opportunities to stop, pullover and just continued driving like it was a beautiful day. The girls looked right at the officers command!!!!

Because he wasn't putting anyone's life at risk. That is the justification for pitting suspects. It is risky to both the suspect (and the innocent passengers in his car) and the officer. Without a clear reason to pit them, there is no reason to not continue the pursuit. They have all the time in the world, it isn't like the charges are going to expire if they don't get the suspect pulled over immediately. You think they are concerned that their authority is being disrespected or that criminals might laugh at them for letting a chase go on when they could have used force to end it? It s called using discretion. There is literally no rush.

I haven't figured out if all of that. Is because they need more training, or they need to get their hands untied. Cause I believe police are afraid to do their jobs anymore. In fear of losing their job. Or landing in prison for doing their jobs even if it does cost someone their life by accident.

NMSP officers are not trained in advanced PIT. It’s a basic version and they don’t get much practice. That’s what happens when LE doesn’t get the proper funding and a no PIT policy is put in place.

How come is it that you require permission to PITa car at a low speed of 35 mph or less in New Mexico, but in Arkansas you can PIT anyone running in triple digits without permission... Somethings wrong here with there scenarios...

After watching this video, I have come to the conclusion that there are no better trained state police than those in Arkansas. There is no way this would have happened in that state. They would have been down on their knees, after the PITl, and that is that.

So many missed opportunities to pit him, they need ASP to train them. And the officer sounded like his breathing wasn't very good during the chase. Asthma or adrenaline? And this guy bonded out and on the run for the 3rd time after this???? What is wrong with the courts, put him away!!!! If he didn't learn his lesson after being shot, he'll never learn.

What did he think would happen when he backed into a cruiser, while the officer is attempting to exit his vehicle. I’m surprised with all the pursuits I have seen more people don’t get shot at once they get pitted and then try to take off again - endangering both the lives of officers, and the general public. As for the officers the only thing I see that they could do better is maybe put pressure on the wounds to slow the bleeding. Saying there is nothing they can do seems a little weird to me. I guess maybe in this state they don’t get basic first aid training, or policy prevents them from giving it.

I know they aren't _required_ to provide it. They would be putting themselves at risk of bloodborne pathogens, and these days probably at risk of a lawsuit of they aren't certified for emergency aid. Some departments prohibit officers gym providing medical assistance, although I don't think that applies to lifesaving medical care. Although I think in this case it would not be lifesaving. A sucking chest wound or arterial blood, that's one thing. A stomach wound will bleed some and require intensive surgery, but its almost never quickly fatal, so there is little point in pretending they are doing any good except maybe comforting the suspect.

He may very well have been. That's why once the occupants of the vehicle were secured a senior officer, or just another officer for that matter, should have taken him aside and had him cool down. He went from being a pursuer, to a conqueror, to running subjects and ready to write a report with no down time. It's like running a 10k run and without a chance to catch your breath you are told that you need to run another one. That's not how we do it out here in California. Usually a Sergeant is at the end of a pursuit and we'll take the officer aside, take their weapon because they fired on the suspect, and basically provide first aid for shock to the officer. We actually stimulate this and Academy training. But nothing is like the real thing. No matter how badass we may think we are in the heat of that moment, we are only human at the end of the day. Just like the badass driving the car wasn't so bad ass when he had a couple of holes put into him. It's funny to watch how the pendulum swings.

He’s not having a panic attack. His adrenaline is so high right now he’s trying to get it under control. He just shot a man. He is upset. But this officer is a top notch guy. I don’t know him personally but I know of him from his coworkers. He never wants to shoot someone …never wants to kill someone. But he’s also not going to stand there while this POS tries to kill someone else let alone one of his own (I’m not being ugly. I’m just stating facts. ). Plus it’s cold in Las Vegas NM at that time of year. And it’s far away from a lot of services. That’s why it’s taking so long for someone to get out there.

This is some of the worst pit attempts I have EVER seen and I watch all of these (and have worked with police departments for years). Both officers were so timid and unwilling to commit to PIT the car over and over. They also were not working together to pit the car and contain the vehicle at all. Back to school for both officers.

OMG why do they not cut out all the boring stuff in these video's? Literally I start nodding off because watching the pavement lines going by is a little hypnotic. Those long periods of time when really nothing interesting is happening could be cut out and the video would be 10 minutes long.

At 29:30 there is a list of things that Paul Mares was charged with, one of which was two counts of false imprisonment. Would that have been for the 2 female passengers that were in his car at the time he got shot ?

​@@xeldinn86 why would they lie? Or isn't a crime to be in a car with a suspect when they flee. The only reason to lie is to avoid being charged. So unless they occupants admitted to being willing participants in the pursuit, false imprisonment is a clever charge. I have never seen it used before, more departments should do that. I have seen plenty of chases where the occupants clearly didn't want to be there and I always felt bad for them, and always felt the driver should be given additional charges for that. At least an additional charge of reckless endangerment beyond the risk to the others on the road. False imprisonment is a whole new direction, and it seems valid. If they are demanding to be let out and the driver is refusing, in any other circumstance that would be exactly what it would be. I assume it relies on the occupants being willing to testify in court though.

I think it’s adrenaline and cold. When the video started there was sho on the ground. In some parts you can see their breath. Sounded like he was shivering and he def was shaking. Also feel when he kept asking if there were any blankets or jackets in the car that was part of it

What took them so long to stop this pursuit? There were numerous opportunities that were missed. The driver of the car needs to spend about 10-15 years in the slammer.

I’m a bit surprised that the officers were not issued/trained in more medical equipment. Being a department that covers a lot of rural area where medical personnel are likely far away, there’s a lot of waiting for help. This could have been a multi car accident type situation where time is everything.

And air conditioning tools, parts, and training as well. That's a hot and dry climate area. Working A/C is vital to survival in the desert. Your tax dollars should take care of that as well. A nearby trooper with a bottle of Freon could mean the difference between life and really hot life.

The officer, who is a human being, became a human being who happens to be a cop and rendered aid to a criminal who is also a human being. Once caught and shot, he became a human being who happens to be a criminal. One human being aiding another. As it should be, as able. My firm belief. You almost feel some empathy for this punk thug getting shot, but then he set it all up and has a record showing the behavior he relies on. What is taking so long to stop this "failure to yield" vehicle? Plenty of opportunities to use a PIT maneuver instead of just following and putting the driving public in harm's way. No hands on first aid to stop the bleeding for the human. Pathetic! It appears the New Mexico police are ill-equiped to handle emergency's. No medical training or equipment. Just wait for ambulance.

NMSP is following policy. NMSP officer are NOT allowed to pit for any reason without being authorized by a supervisor first. They are more than equipped to deal with any situation but when their leaders say they can or can’t do something then they have to follow the orders given. It doesn’t makes sense but those are the rules and policies set in place by the higher ups

I really don’t understand these cops, they need to get smarter. Right after the Chase started, there was another cop coming at them he was on a narrow bridge. All he had to do is park his car across the two lanes and they’d have this guy trapped, why can’t these cops be smarter
