Technically speaking he’s used to using his quirk the same way full cowling is utilized, all throughout the body. So he’s either unconciously using the appropriate amojnt of power, or deku’s body is unconciously going straight to that amount via muscle memory. That or Deku gave kiri the run down before hand just in case.
