Mam RTE act came in 2009 not in 2005...and it became fundamental right in 2002 so if u r saying the shift being drastic after 2005 it does not correlate with the event, thus seems either u are missing on something or quoting wrong data points. Indeed commission for child rights protection came in 2005 under which NCPCR was established in 2007 for overlooking children affairs.
