Because it was gang related sad to say. Just as they do today anything gang related unless it's a baby or lady or old lady they'll investigate if they know there is A witness or unless they got straight evidence on the case the police do not care for 1. No body ever tells so there is no witnesses same as his case there were no witnesses but everybody who was there seen and knew who did it but didn't cooperate. They handled it themselves and the person that killed him is dead too.

Because police were involved that's the only reason his murder remains unsolved don't fall for the gang related bullshit people who believe that theory have never been to Vegas on a fight night and seen how thick traffic is in all directions the shooter had knowledge of Tupac and suge's whereabouts or they followed them from the casino and waited for the perfect time koval lane is a great escape route there were radios involved in the hit so someone on the inside helped in the hit because any other way would be almost impossible and to have biggie get killed in the same manner with a shot pattern whoever killed Tupac killed biggie and they set it up to look gang related and who better to set a crime scene than a cop Russel Poole died trying to expose the dirty cops involved and even the movie made about his investigation was pulled before it was due to be released i think it was called city of lies this is deeper than some gang shit
