'Ethnic gangs'?? Who are these 'ethnic gangs', and why has this not been a problem in the past? Seems like the first step in addressing this issue is to identify the actors, yet this basic point is glossed over. Why is that?

Deep inequality? Are you having a laugh? These are career criminals who made their choices. They have a roof over their head, a bed to sleep in, food in their stomach, free education, free bus cards, free loans to buy anything they can possibly need. Something they are not expected to pay back. Luxury's very few individuals anywhere in the world will ever experience.
