As a resident of North Dakota (Yankton) I can say, that we do not have any mountains at all. If you play the prologue mission of GTA V, and listen to the dialogue in later missions you can pick pieces together that Michael, and Trevor's home state is based off North Dakota. We have no mountains with such large slopes, nor do we have roads that go through such mountains. Looks more like Montana / Colorado to me. (we do have the turtle mountains, but they're hills. Medora has "valleys" but no where close to being a mountain.)

I really don't think so. Mostly because the map in GTA: San Andreas was much bigger than the map in GTA III and the map in GTA: Vice City. It would have been too much for the hardware limitations of the PSP. Plus i think Rockstar was focused on developing GTA IV, which ended up rebooting the franchise essentially. It's a shame too. I really wanted to see the events leading up to the death of CJ's brother.
