Put soil in water and you will get soup, put boulders down first to get a firm base then smaller stones to fill, if this is flowing water there will also be a current that will drag that soil down into the flow

put down a base of heavy rock first....then overlay with fill ......rinse and repeat! or you will be using way too much fill and creating silt!

There is a drain pipe that will be covered u[ unless they extend it.

It is obvious that there is no engineer involved in the planning of this road. Like the first 2 comments mentioned, you have to put a good solid base of blast rock down to lend strength to the base. Good luck.
