For my last place, it has to be the inviabilitiy cap. It's the only costume in the game that actually effects your game and not in a good way either. It's a lot like mario wonders invisibility badge (they both have invisibility in the name no wonder(no pun intended) there so similar.) where you can't see mario at all and it makes it hard to navigate a kingdom. Also when you throw cappy he isn't invisible so that kinda defeats the whole purpose.

This could be a stretch, but I do think the sailor outfit might just be a Popeye reference. In the arcade Popeye game that Nintendo has made, he is wearing an all white sailor outfit just like that. And since the game Donkey Kong, Mario's game of origin, was originally supposed to be a Popeye game, then Mario's sailor outfit might just be a reference to that.
