It's just cosmetic. If you paid attention, you'd have noticed that you got the pull-related achievements like unlocking x amount of chars BEFORE picking a tarot card. So the pulls are rolled before

I don't like it either since it makes the bad luck streaks feel terrible, but on the other hand 2% base odds means much more likely to get an early. The amount of people you see pulling their target in sub 20 pulls is indeed much higher than with hoyo-type rates

100% believe tarot selection is tied to what unit you get. Even if it’s +50% a certain unit. That would make cocoa from 5% to 7.5%
