The chart was officially a 12 but some people in the community wanted to regrade some songs early on. IIRC people wanted to say that summer was a 12 too

This might have even been rerated to 11 in the mostly-forgotten ITG PC version? But as far as the arcade versions everyone uses it's always been 12.

I always thought the argument for making it an 11 was bad. If it was an 11, it would be a hard 11 in terms of passing difficulty and definitely on par with a lot of 12s in terms of scoring difficulty. There's no clear reason to make it an 11, as it would easily be the hardest 11 overall. Better to just accept it as a gateway 12.
