Why do "pro" rarely use Rage arts ? Too likely to be blocked or countered ?

It's enough for a 15 frame punish, meaning you get a full launch, it's just not safe or smart to throw out against good players in most instances. Yolo rage arts work against impatient people, and at this level, patience and defense is the name of the game.
