My question is , the neck opening on a sweater I made is too small for the child’s head. I casted off too tight and didn’t have the child try the sweater on before I blocked it. Can i take up the cast off and redo it? Alpaca yarn

Yes, I would take off the cast and redo it looser. You may be able to stretch it with blocking since it is wool.

i've always been told to put newspaper or paper towels inside of shoes to let them dry, i'm guessing it'd be wise to block rounded knitwear in a similar manner
