This 2nd 4th shot practice (1st&3rd for receiver) is one of the most important drills as it happens often in the actual game.
Getting comfortable with push then ready for next loop is essential to get advantage in the rally that will eventually lead to win the point and game.
Each shot has consequences but not absolute. There are numerous ways to play and numerous ways to return. The key is to make the opponent to move and force them to play uncomfortable shots therefore bringing their return's quality down and force them to play more defensive.

I've been practicing short push and loop with my partners but without a coach. Thanks so much for explaining the reasons and game tips behind this drill!

So essentially if a push is pushed, expect the next push to be long and prepare ahead of time for forhand or backhand? I love a scenario when you can predict your next shot with a high degree of correctness.

If you push long, and your opponent pushes back, the ball will almost always come back as long.

Normally against short serves I tend to push VERY late, basically the last possible moment before the second bounce. I use a slightly upwards stroke that hits the front or slightly on the side of the ball and I rarely have trouble placing the ball long or short. I do it because I find it gives me much more time to read the spin and occasionally loop if the serve goes a bit long. I also get a chance to see how my opponent sets up before returning. Plus (at least I think) I'm able to get add way more backspin while returning short, since the ball is moving slower and is further from the net. Is there any reason why receiving like this won't work in the long run? The only problems I can think of are the come back serve, which is pretty rare, and giving my opponent a bit more reaction time, which isn't the end of the world on a push. For additional context, I use long pips on my backhand and mostly try to set up chopping and counter looping rallies from mid to long range.

When you wait to push, you don’t just give them more time, you basically inform them you are going to push it since you can’t really flick or loop such low balls well. I would argue that chopping a serve (even if it’s a longer one) off the bounce to give a spinny short return is better than waiting and hoping for a ball long enough to attack. This way you are going off of reaction and muscle memory (faster than analyzing and thinking). You can see the Chinese do this a lot, when they push it’s always right off the bounce otherwise they flick/loop
