Maybe due toh absence of moisture bacterial growth is not seen in tablet in the amount that are harmful but in case liquids the bacterial growth occurs easily due to water in it.

You mentioned with or without excipients can coat one example tablet without excipients, which having API and used for treatment. I think it would be with or without diluent is more appropriate, rather than excipients.
