Actually, Terror does not cause troops to flee if they are down in the last slot but if there are no other troops below them, so even if the troop has a way to go back up front that does not help if rest of the team is gone. This means if the whole team is terrorized and it triggers from bottom up the whole team can run away on the same turn. I'm pretty sure all other status effects go top to bottom, but if Terror followed same order then after the first troop switched position with the second, either the second troop is out of order and can't trigger or it will trigger and simply goes back to its original position. And the fourth troop could not run away because it would be blocked by the third coward.
