Kung fu panda 2 writing is just the best out of the franchise. There's a moment where the Po and friends are in the brink of defeat, and tigress had just begin to lose hope and there was some serious hopelessness that po was actually going to lose, and us, the viewers felt that. There was none in kung fu panda 4

He has a way better backstory than Shen, he has a complex past with Shifu, Shen's past isn't as explored as the other two villains. Tai Lung was raised as an orphan with dreams filled in his head and false expectations. Kai was a wise but evil warlord who refused to see change or use his talents and abilities for good while Oogway could change. Shen just invented gunpowder for no reason knowing it was darker potential than his parents creation.
