Hello everyone, I am in charge of foreign affairs at the Ministry of Interior, National Immigration Agency. As mentioned in this video, a foreign resident was concerned about not being able to obtain legal dependent residency after adulthood. I would like to briefly explain the process of application as follows. I hope this helps. 1.Foreigners who have been living in Taiwan for over 10 year with legal ARC or APRC can still extend the certificates up to 6 years after adulthood (18 yrs old). If the holder finds a job with average monthly income reaching 2 times the basic income or obtains relevant certificates within the 6 years period, he or she is qualified for the APRC. 2.Besides, complying with the “Recruitment and Employment of Foreign Professionals” policy, minor children of the “foreign senior professionals” are qualified for the APRC application along with the holders. Minor children of the “special foreign professionals” are also qualified for the APRC application along with the holders after 3-5 years legal residency in Taiwan. APRC shall be permanently valid unless unlawful conducts are found, even reaching adulthood. 3.Foreigners living in Taiwan with questions or suggestions are more than welcomed to reach out to any service centers across the country. We will continue to create friendly environment for foreign residents.

I applaud the government for not having birthright citizenship for foreigners. It is a very dangerous path to take. Taiwan has 700,000 migrants workers and close to 100,000 foreigners and assuming that half are women of childbearing age, the possibility of having a few hundred thousand kids born in Taiwan to foreigners per year is a reality. This number will overwhelm native born Taiwanese kids. What will happen to our education system? Will the main language of instruction be in Vietnamese, Thai, Tagalog, Indonesian or bastardized English? What will happen to the Taiwanese people? Within one generation, Taiwanese will be a minority in their own country and there won't be a Taiwanese identity anymore. Taiwanese has one of the highest average IQ in the world and that is why they are able to build their country into an economic powerhouse and a civilized orderly society. What happens if half the population in the future have an IQ of less than 90, will Taiwan still be an economic powerhouse with an orderly society? Taiwan will turn into a third world basketcase with its human labor as its biggest export. On the political side, how much attachment will these foreigner born kids have to Taiwan? Will they vote for unification with China if incentivized with lots of money to do so? They can always take the money and run to their parents country of origin. The societal and political reality of Taiwan is not conducive to an immigration policy of birthright citizenship for foreigners.

Your policy on immigration, and naturalization goes against basic human rights. You should be ashamed of yourselves. Taiwan is supposed to be a Liberal Democracy, but if I've lived and worked here for 22 years, and don't have the right to vote what does that say about Taiwanese Democracy? The Ministry of The Interior, even the name INTERIOR, us and them, foreigner = OUTSIDER. I've received many pitiful letters from the Ministry trying to justify this situation, and every time they say silly things like "Taiwan is so small, and we have no space." LOL!!!! Seriously, this is a J.o.K.e

I have sent so many letters to the Ministry of The Interior and the replies are all the same. Excuses, excuses, sorry no Citizenship for you, we are over populated, we cannot change Article 9 of the Constition, blah, blah, MOI you need to change your attitude, and open your ears! The population is declinging rapidly, so don't use that crap argument anymore. I've been here 22 years!!!! Where is my right to vote in this election? I am certainly not throwing my British passport in the rubbish bin so I can beg the ROC for Taiwanese Citizenship, that is extremely disrespectful, especially considering many Taiwanese enjoy duel nationality themselves. This is NOT a friendly environment for immigrants, it's all surface deep.

@@muaythai6668 Taiwan is not under threat from migrants, stop fear mongering. There are 24 Million Taiwanese people compared to a very tiny minority of immigrants here. Are you really that insecure that you believe if we are given basic human rights that your culture will disappear? I find it so stupid that Taiwan allows Taiwanese citizens to apply for dual citizenship, but they don't allow foreigners to retain theirs. I always wanted to migrate to Taiwan but the idea of living there for 10 years and not having a path to dual citizenship seems ridiculous.
@DefineAdam

Agreed. I was looking up the paths to citizenship in Taiwan as I'd love to migrate there, but upon seeing that I'd have to give up my 3 other citizenships to claim one for Taiwan, I thought that it was quite unfair what their policy is. There's no way I'd give up my 3 just to gain 1.

I can't explain well exactly why and how Taiwanese citizens can apply for dual citizenship, but for foreigners to retain theirs, please also conern about our hostile and tense relationship with China and how hard Chinese government to infiltrated into Taiwanese gov and society including Chinese or Chinese spouses who are completedly controlled and threated by Chinese gov and even some or many with missions in Taiwan. I don't know if we can make a law of nationality which can exclude Chinese, Hong Kong people, and Macanese, but definately, some people will fight against the law. Any better suggestions?

@@yvonnelin3606 From what I was reading online, those who have Chinese/HK/Macao citizenship are already excluded from getting Taiwanese. I do also completely understand the situation that's Taiwan is facing. My girlfriend is from Taiwan, and has shared some of her fears with me regarding the entire situation. I do also understand the need to be cautious of people who may try to infiltrate, however if there's people who clearly have no connection to the mainland chinese government, then they shouldn't be forced to give up their citzenships. I'd love to call Taiwan my permanent home as I've loved each time I've gone there, and while I am willing to go through all the VISA requirements to start off with, continuing those visa renewals, etc for 5 or 10+ years is just awful, and there's no way I'd give up my Australian/New Zealand/UK citizenships in case I need to travel for family.

@@yvonnelin3606 Could you please specify the evidence of how and what the Chinese infiltrated Taiwan? If that's happening and has been happening, what the Taiwanese government do to stop it from happening? Did the Taiwanese government actually catch those who try to infiltrate Taiwan? And why does the Taiwanese government still allow Chinese spouses to live in Taiwan? Same as why the current Taiwanese government still let ECFA exist since it's the worse agreement we had with China that would harm Taiwan. Nobody likes China. But it is so easy to get away with all the mistakes they made just to point their finger at China. And it is very smart to manipulate Taiwanese people by raising their hatred towards China. Because it's the easiest way to win the election, not by how much they achieve to make Taiwan a better place.

Really true. I can relate. My son was born here and has gone to local school from kindergarten to junior high school, so far. He speaks fluent Mandarin and sounds like a local. Yet, he is always called "foreigner." I married a Taiwanese guy recently and we had a daughter together. She is half Taiwanese but is also called "foreigner." When I say she is also Taiwanese, the Taiwanese parents of her friends will just laugh and say no she is a foreigner. Even my in-laws call her "mixed blood." Most Taiwanese people I encounter on a daily basis don't know English, and my Mandarin is so-so, therefore it is extremely difficult to make true friends. It is easy to make acquaintances and to chat about superficial things, but the depth isn't there. Even coworkers that seem to be "friends" will still have get togethers where only the Taiwanese staff members are invited. For the APRC, what I was told at the immigration office is that when adults get their APRC there are two choices. One choice is your children immediately get an APRC too but it will expire once they turn 18. The other choice is to wait five years after the parent receives their APRC and then apply for your children to receive theirs. If they are still under 18 when you do this, the APRC will be valid for life. So I am waiting the five years before I get my son's APRC.

I’ve seen a number of videos from “westerners” born and raised in Taiwan with the same issues that I feel the Taiwanese government should address. Taiwan allows Taiwanese who obtained foreign citizenships to retain their Taiwan citizenship, so why not offer those who have made Taiwan their home, contribute to the society….I’m not talking about handing out citizenships like candies, obviously there should be a process with rules and laws, it needs to be implemented, IMO.

I've been living in Taiwan for over 10 years. I wouldn't say citizenship is unattainable, it's rather undesirable. You are forced to give up your original citizenship, while Taiwanese are allowed to hold multiple citizenships. It's a major factor that puts a lot of people off from pursuing it.

When you become Taiwanese citizen, nothing really prevents you to get back your old citizenship, since technically now as a Taiwanese you can also have dual citizenship.

it sounds to me that Taiwan's immigration laws are remnants of the former Colonial rulers (Japanese empire) and the KMT of Chiang Kai-shek's days. Both ruling entities equate citizenship with ethnicity, and based on ancestral family registry rather than national identity. I think this interview should make its way to Taiwan's immigration ministry, to let them know that it's time for a reform, and perhaps Taiwan should hold a nationwide referendum to approve better immigration laws to help out the new "residents" of Taiwan. The demographics of Taiwan has been declining and is on a fast track to become Japan 2.0. If Taiwan is to survive well into the 21st century and beyond as an economic powerhouse, a western democracy Style immigration policy is the only viable option.

Hm, I didn't know this was the case that foreign citizens must first renounce their other citizenship. Maybe it is a security measure although I am not sure how effective it would be for that purpose. Taiwan has improved tremendously since these two came to the island. It was a huge leap from 80s to mid 2000s, but in this period post 2006 many things have also improved that make the place much more livable. It is in a somewhat unique situation of low cost of living but high standard of living with great medical care place. Foreign threats aside, I am not sure how long it will remain in this balance. Many other countries don't have this perfect balance. I can see why many people would want to live there permanently. It does get too hot in the summer, but we can't change that. Salaries are too low, but if they were to rise as fast as other countries the cost of living may also go up. Anyway, hope foreigners continue to be treated well in Taiwan since I am a foreigner too :)

@JayChen Taiwan. great video, i am also from south africa but i have UK and SA citizenship, been here 25 years in engineering. definitely a major issue here regarding citizenship especially if foreign couple have kids. Taiwan is very welcoming and friendly and easy to make friends but there is always a wall that you cannot seem to cross, and you are often reminded that you are an outsider. what really irritates me is banks in Taiwan. defiantly need to improve their customer service to foreigners. i have been with my bank here for 20 years and when i go into the bank i still get referred to as the foreigner. banks advertise English services but it's pretty nonexistent unless you bank with a foreign bank. Also our APRC ID numbers dont work on online platforms and the government changed all our ID numbers to be the same format as Taiwanese, however many online booking platforms, or banking platforms dont accept forerigners ID numbers, I also feel Taiwanese think they are very open minded but actually they are not especially when it comes to international affairs and thier attitude towards forerigners, and local treatment of foreigners and immigrants from other Asian countries, there will always be this outsider attitude and i have met some racist Taiwanese as well. I call it the Truth behind the Fake smile! In general life in Taiwan is great, score i would say 8 out of 10, but we will always feel as outsiders and Taiwanese are always quite naive, they think we are here as guests working temporarily and then they expect us to go back to our home countries, they don't really understand why some of us westerners actually may want to retire here.

Basically, you do have to give up your original citizenship, but you can re-apply for it after acquiring Taiwan citizenship. There may be a few showy programmes intended to impress Western countries whereby 'talented professionals' who make a contribution to Taiwan are allowed dual nationality, but that's not likely to ever become mainstream. Most east Asian nations don't recognise dual nationality, and the reason is the question of loyalty; this is a big one in the case of Taiwan. This is not likely to ever get much easier than it is now and it's already light years easier than it was in the 1980s. If you're concerned about travel, I don't see why you should any problem with a Taiwan passport. A few years ago I travelled to about a dozen countries on my Taiwan passport. Some, like Singapore, Malaysia, Japan and so on I didn't need a visa for; others I needed a visa but it was very straightforward (I think in the case of Australia it was arranged within 24 hours by a travel agency and cost me about NT$400).
