What about the wall to the outside? will it not be measured?

Well, please note that the 0.1 for column deducted is the extreme outer part. In this drawing, there is no other walling beyond that. I hope this answers your question.

In any case, the principal states we should measure the wall NET, in simple terms, you should substract all that which is not wall...
