The Milla with the red on her outfit is a Milla from an alternate dimension, one where Milla completed her mission quite early on and ended up living as a normal human for some time, with a batshit insane Muzet (moreso than usual) living with her. Milla with the blue in her outfit is the "prime" Milla, the same as from the first game.

Yep.. the ones with Ludger and any character, they have to be linked. The one with Elle and any character, that character has to be using their character skill (Elongated Staff, Pivot Snap.. etc etc) The ones that have more than 2 people, obviously can't all be linked so they just have to be in the party.
