I guess you are supposed register with ministry of culture and tourism, not district by district. You will get a paper from the main ministry's office so you can travel around. Don't just go to a single police station and get their permission, get authorization from the main ministry to avoid further dramas. Stay safe. I have seen other vlogers facing similar issues.
