Ummmm.. no, that's not how it works. Council tax is levied and collected by local government whose elections are entirely separate to those of central government. The likely outcome of a refusal to pay your council tax will result only in your own day in court, where you will be heftily fined, and will still need to pay the withheld council tax too. Continue to fail to pay then, and you'll end up queuing to go jail for a short spell.

You have to laugh at Heathrow third runway. My family used to live near there in West drayton. I remember being round my nan and grandads house. Every house had been sent a plan of the runway and you could see if your house was going to be flattened to build it. I can't remember what year that was but my grandad died in 1987 so it was before then. I fully suspect we'll still be talking about a third runway in another forty years.
