It is not a “pure” Tango but a blend Tango and Foxtrot. Tango had arrived in Scandinavia after it caught on in France in 1911 and never left. I have films on my KZbin that date from 1915 from Sweden and Denmark that show Tangos. Yes, he is Norwegian. no.m.wikipedia.org/wiki/Steinar_J%C3%B8raandstad

It's wild to see that Scandinavian audiences all the way back in 1930 were interested in this fledgling dance from the other side of the world. Sadly, these were not tango dancers presenting the art, nor was it a tango orchestra, but I suppose the producers had to make do with what they had available to them. Fun fact for any non-Scandinavians watching: while this is a evidently a Swedish production, it is clear from his accent that the singer/presenter is actually Norwegian. He does a mild effort to alter his pronunciation and choice of words, to be more understandable to the Swedish audience for which this recording was intended, however it is plain as day that he's from across the border.

Tango swept the world back in the early decades of the 20th century . Of course it originated in Argentina, but over time it had many variants in France, Spain,Italy, Germany and even the USSR not to mention Poland and even Cuban and Brazilian bands played different sounding beats to the "authentic "Argentine Tango sound . This mode of it is possibly a blend of an easier fox-trot style so that many average dancers could get up and enjoy it ,rather than being left out . Orchestras of the time had to also satisfy the Hotels who booked them and the ballroom owners by keeping the dance floor busy..so they were always inventing ways to get patrons up on the dance-floor. In fact some beautiful music in Europe known as Tango or even Tango -fox-trot listed on the 78rpm discs was superb musicianship.
