Have you checked out the Guerlain eyeliners? I have a really old, brown pencil eyeliner from Guerlain, and it stays on like a tattoo, even in the waterline. It's amazing. Highly recommend

Laura Mercier makes a liner that was designed for the waterline. Chantecaille has a lovely brown gel liner and Trish Mcevoy are also good. I have very sensitive eyes. These are the only ones I can rim my waterline with.

Try the Mac Colour excess liners, I love them for the waterline because it doesn’t transfer. The brown and then the shimmery brown are my fave for a bronzey Smokey eye. ❤
