Both have reasons in my opinion for not fighting elite competition. For Tank Floyd was advising him to duck the top guys for easier fights. And Shakur whether people want to admit it or not is a boogeyman of the division, that’s why guys denied him fights before his last fight so there’s no excuse of saying he was gonna run because he was coming off performances where he was coming forward and being the aggressor.

I’m not sure if at 12 fights he’s at his best! It’s not about if he’s good enough I believe he’s much better than Inoue, but that having professional experience helps build sustainability and it’s much needed to fight at the top level! Just look at what happened to Frank Martin, he had nothing left after 4 rounds. I do have a trained eye and I will say the so called “Monster” has a very weak chin! Something that won’t take him far at the heavier weight! He also had trouble against Donaire in their first fight and Nonito Donaire was a shell of his old self and even lost the fight after the rematch before retiring! What I’m basically saying is he’s overrated and not as dangerous as people think!

But with Loma, folks want to say "He's too old" but outside of the Lopez fight, who beat him? Now they gave Haney a decision, but everyone knows Loma walked Haney. Loma, he'll be right there in arms length, you just don't know where in that arms length. That why that's the best fight. For me it's a 50/50 fight.
